Community Partnership

EmpowHER is partnering with the Fulmore Foundation and Solar Landscape to allow New Jersey residents to enroll in a new community solar project that will go live in 2025! This initiative is part of the New Jersey Community Solar program and available to all households that are customers of Atlantic City Electric, JCP&L, or PSE&G. 


About the Community Solar Programs

Community solar programs allow all homeowners and renters to receive the savings benefit of solar energy. Subscribing to a community solar project enables community solar providers like Solar Landscape to build and operate solar projects that add more clean energy to the local electricity grid. In return, subscribers receive solar credits on their electric utility bills that reduce what they owe, saving them money, Subscribers do not need to buy any special equipment or install any panels on their roof. 
New Jersey Community Solar Energy Program

  • The New Jersey Board of Public Utilities (NJBPU) established the Community Solar Energy Program (CSEP) in 2023. 
  • The CSEP offers incentives to eligible community solar facilities. 
  • The CSEP offers consolidated billing with all four electric distribution companies. 


Community Solar is a state program that makes clean energy accessible to low-to-moderate-income (LMI) households by removing barriers to the benefits of solar power. Guaranteed cost savings are available to renters and homeowners with no cost to join, no long-term contracts, and no solar panels on their properties.


Solar Landscape's community solar projects are located on warehouse rooftops and deliver energy to the local utility. Residents can then remotely access clean energy and reduce their electricity costs.

A community solar project is a solar power facility that multiple customers share. Customers receive credits on their electricity bills for their share of the energy produced. 


How does it work? We partner with commercial rooftop owners to generate clean energy that is affordable and accessible for all.

  • Customers subscribe to a portion of the energy generated by the solar array. 
  • The electricity is generated from sunlight and sent to the utility grid. 
  • Customers receive credits on their electricity bills in proportion to the amount of solar energy produced.

Community solar can be a good option for people who can't install solar panels on their own home. It can help reduce energy costs.

This term is somewhat misleading, and the Board of Public Utilities will be updating the language in the coming months. The subscriber fee represents the value of the solar electricity after applying the discount. It is the discounted price of the solar credits.  The difference between the "community solar credit" and the subscriber fee (discounted price) is what you saved that month.


Your savings will be reflected in your account, showing your discount. Remember, there is no cost to be in this program, no cost to enroll or not annual cost. You can cancel anytime.



Anyone can enroll, whether you rent or own. Community solar allows everyone to enjoy clean energy's environmental and financial benefits. Whether you are a homeowner or renter, however, homeowners can not have existing solar panels installed.



The online enrollment process is simple. You’ll provide your name, contact information, and utility account information, which is used to verify the account and determine your annual electricity usage.

Half of the slots are reserved for low to moderate-income individuals, and the other half are for anyone. 


You will receive your agreement and disclosure form from a “no-reply@solarlandscape” to the email you provided during enrollment. Note: If you don’t receive it, check your spam folder or contact Elisabet at Solar Landscape at 732-589-7529 or email at subscriber@solarlandscape.com. 


 You can cancel at any time by contacting Elisabet at (732) 589-7529. There is NO Penalty!!!


You can save 15-36% on their electric bill (PSE&G, JCP&L or ACE). Once a subscriber is assigned a discount rate, it is fixed and guaranteed for the life of the solar project which is 20 years.    

PSEG – minimum savings is 31% off the savings the solar project produces. 

JCPL – minimum savings is 15-25% off the savings the solar project produces.

ACL –  minimum savings is 15% off the savings the solar project produces.


New Jersey now offers consolidated billing for community solar. Your solar credits will be reflected directly on your electric utility bill, which you will pay as you normally would.  

Your bill will show the dollar value of the solar credits allocated to your account during that service period. Your discount will be applied, reducing what you owe directly on the bill. The cost per kilowatt hour for the solar credits is the same or comparable to that for your utility's fossil fuel energy. 


The Board of Public Utilities (BPU) sets and regulates rates, protecting consumers from predatory practices.  


The great thing about Solar Community Projects is that panels are not installed on your house but on commercial and industrial rooftops. You can access them remotely, and you are getting a share of the savings.

 Typically, it will take one to three billing cycles after your project is energized to begin receiving solar credits on your bill. You will be informed when your project is energized via email, or you can call Elisabet at Solar Landscape at 732-589-7529 and reference the INVITE CODE FULMORE3.

Projects need to be fully subscribed before they turn it on. Updates will be sent via email.  


NOTE: What happens if everyone in my town enrolls? Does that mean I'm barely going to get any solar credits? The answer is NO; each solar project has a limited capacity. Once it's fully subscribed, subscribers will be on the next available project. 


Each project has a limited capacity so that everyone receives the maximum benefit possible. Our smaller projects service about 500 households, our medium projects service 800 households, and our larger projects service 1000 or more households. 


Just like a house with rooftop solar gets credit for the power generated by its solar panels, community solar subscribers get credit for the power generated by their share of the community solar project. With the support of state and federal renewable energy incentives, Solar Landscape provides this clean power at a discount and passes the savings on to subscribers. Still selling the energy.


The program is not currently compatible with JCP&L for equal payment plans (also called budget billing). That should change within one year.

Let's break down the differences between third-party energy suppliers and community solar projects and then consider which might benefit the customer more.


Third-party energy suppliers sell electricity to residential and business customers but are not the incumbent utility. They purchase energy in bulk from the utility and sell it to consumers, often at competitive rates, but do not own the generation infrastructure.


Pricing: Both options can offer savings, but third-party suppliers might provide immediate savings through competitive pricing. However, depending on the market rates might not be the most competitive compared to solar community projects or the local utility company. 

Community solar projects offer long-term savings and environmental benefits.


Yes, third-party energy supplier pricing can change. 

Here are some key factors that contribute to these changes:

  1. Market Conditions: In the wholesale market, energy prices fluctuate based on supply and demand, similar to stock exchanges which may lead to higher bills during peak energy prices.
  2. Contract Terms: Customers typically sign contracts for a specified period of time. Some suppliers offer fixed-rate contracts, while others provide variable-rate contracts that can change monthly.
  3. Usage Patterns: Your energy consumption, especially during peak hours, can affect your pay rates.
  4. Third-Party Costs: These include network charges and policy costs, which can vary from year to year.  

In Summary, third-party energy suppliers focus on selling electricity, while solar community projects aim to provide long-term savings and shared access to renewable energy, fostering community involvement and sustainability. 



Yes. You continue to be a customer of your utility provider as you always have been. By subscribing to community solar, you have simply chosen to participate in a green energy project now offered for your community.


Also, you DO NOT have to inform your current provider.
